The Free Quiz exposure number is a deterministic computation: 15 weighted answers scored against the 2024 OCR penalty schedule (45 C.F.R. § 102.3), modulated by state-law multipliers for CA CMIA, TX HB 300, FL FIPA, NY SHIELD. Patient-volume scaling and the named-precedent anchor are documented in lib/verticals/hipaa.ts.
